Architectural design is an act of creating value through innovation and creativity. The carrier of value is "service", and its charging standards should be formulated by the national price authority. Since the founding of the People's Republic of China, design fees have gone through a transition from national pricing to national guidance prices, until now they are completely determined by the market. In 2002, the national price department promulgated the "Engineering Design Fee Standard" (hereinafter referred to as the "02 Standard"). In 2015, the National Development and Reform Commission abolished the 02 standard and left the charging standard to the market for adjustment. For a long time, design fees are generally not high, which has affected the design progress and healthy development of the construction industry.

Specifically, the current problems with architectural design fees are as follows:

1. The design fee standard has not been increased simultaneously with the development of the national economy.

From 2002 to the present, China’s urbanization level has rapidly increased, and its national strength has increased significantly. GDP has grown from 12.2 trillion in 2002 to 101.6 trillion in 2020, a huge increase. CPI and inflation are also rising, labor costs and raw material prices are also rising. In contrast, architectural design fees, although the 02 standard was abolished, it is still used as the reference basis for most engineering design fees, especially the only auditable basis for state-owned investment projects. As a result, the design fee rate has basically not increased in the past 20 years. The rapid development of the national economy is seriously out of touch.

2. The design content and charges are asymmetry.

In the past 20 years, new policies and new regulations in architectural design have been continuously promulgated and upgraded, design content has continued to increase, and design work has been extended forward and backward, including pre-planning and even post-operation consulting. Due to the lack of national charging standards, new content such as BIM, industrialization, sponge city, green construction, and various special design work such as earthquake resistance and fire protection cannot find the basis for charging, resulting in a large number of completions to improve high-quality design results. Design content cannot be charged accordingly.

3. The design responsibility and the fee are not equal.

The design responsibility is borne by the enterprises and practitioners who undertake the task, and this responsibility is lifelong. Especially under the architect responsibility system, design responsibilities and non-traditional drawing work have increased significantly, resulting in a serious mismatch of responsibilities and rights. The fee standard cannot support this service, and the remuneration does not reflect the increase corresponding to the service.

At this stage, unclear design fees, low prices, and incomplete coverage can easily cause the following problems:

1. The design quality is degraded.

Under the pressure of low "market prices", architectural design can only obtain profit through quantity. Increased design volume, less design time, and low market rates are likely to be left to the society with inferior products. What's more, in order to obtain profits, there are situations where they will not hesitate to play the standard side ball and try to touch the safety bottom line, which is likely to leave safety hazards or even cause major accidents.

2. Weaken the overall competitiveness.

The constant or even falling architectural design fees have obviously caused the return of architectural design talents to lag behind other sectors of the industry. It is generally more difficult for design companies to recruit outstanding fresh graduates in colleges and universities, and designers are fatigued to fight and have serious brain drain, which companies cannot see It is difficult to invest more funds in research and development and effectively carry out in-depth architectural creation due to the positive results of research technology and invention innovation. In the long run, the quality and technical accumulation of the entire architectural design talent team will be difficult to maintain or even decline, and international competitiveness will be difficult. improve.

3. Trigger vicious competition.

Architectural design results are different from general commodities, and the degree of customization is very high, especially for public buildings. Basically every project is the result of customization and has strong public product attributes. In the case of unclear industry charging standards and asymmetric information, it is easy to win bids at low prices and undermine the overall interests of the industry.

In order to fully guarantee a fair and orderly competitive environment in the architectural engineering design market, cultivate high-quality design talents, enhance the competitiveness of Chinese design companies, and provide a solid guarantee for the healthy and sustainable development of my country's architectural design industry, specific recommendations:

1. Formulate and issue a new version of the construction engineering design fee standard as soon as possible.

Architectural design is a knowledge-intensive service industry. It needs a price standard that meets the development level of the industry and the requirements of the times. However, at this stage, most architectural design charges still refer to the 02 standard. This is the standard 20 years ago. The rate and coverage are all Need to be improved, so the fee standards should be re-established as soon as possible, and a regular revision mechanism should be formed to ensure and promote the healthy development of the architectural design industry.

2. Carry out research on the service content and rate standards of construction engineering.

Clarify the business classification and refinement scope of construction engineering services, and formulate rate standards accordingly. The first is that for engineering project planning, feasibility studies, environmental impact assessment, site selection, planning, design, special consultation, supervision, operation, management and other links, as well as cross-stage management coordination, it is necessary to clarify the charging standards; the second is to refine The design content should cover various new design content in recent years, such as BIM, industrialization, sponge city, green construction, seismic overrun, and fire protection. At the same time, the fee standard should also consider deepening design and multiple rework caused by the owner. Workload; The third is to consider the type and complexity of the design project, such as the height of the building, the span, the seismic intensity, and the application of new technologies, so that the value of the design work can be effectively reflected.
